This has to do with effluent from
manufacturing plants and local environmental laws. Because some types of
microorganisms can metabolize hydrocarbons and other flavor effluent
materials, a bacterial bloom may occur in the presence of chemical or nutrient
rich waste products. This bloom, unnatural as it is, will need much oxygen
to flourish, taking away available oxygen from the fish. Therefore, a high
BOD will usually result in a fish mortality event
